I'm not sure if it is an iPhone or an Android phone, but that probably doesn't matter. The WSHU app is probably fine.
The connection to the internet usually is the issue, whether you are in a place where you can get wifi (the best connection usually) or if you are getting your data from the cell provider (AT&T, Verizon, T-Mobile, etc.). If you are in spots where you don't have much signal (less bars or less wifi strength), you may have connection issues. When you are in an area with strong signal, try it again and see if the app works better. If you can join a wifi network, you'll probably have the best success.
